  3.    A U.S. passport is not valid for travel into or through Libya
  4. without express validation for such travel by the Department of
  5. State. Since December 1981, a special validation by the Passport
  6. Office is required in accordance with Section 51.71 (a)(3) of
  7. Title 22 of the Code of Federal Regulations which make
  8. unauthorized use of U.S. passports subject to criminal
  9. penalties. Travelers seeking a validation or further information
  10. should contact the nearest U.S. Embassy, consulate, or passport
  11. office in the United States. The U.S. Government maintains no
  12. diplomatic or consular representation in Libya, except very
  13. limited services through the Embassy of Belgium, acting as the
  14. U.S. protecting power. The United States, therefore, cannot
  15. provide customary protective services to American citizens.

  17.    Travelers to Libya' also must obtain a Libyan visa. Visitors
  18. to Libya are required by Libyan law to bear passports printed in
  19. Arabic. However, an official transcription of relevant passport
  20. information on a page of the passport is acceptable. U.S.
  21. Embassies are authorized to provide this service for Americans
  22. whose passports contain a validation to visit Libya.
